They are not needed to run gnunet but they are hard dependencies for /usr/lib/GNUnet/libgnunetsetup_curses.so and /usr/lib/GNUnet/libgnunetsetup_gtk.so at least and thus must be included with the dependencies. If you want allow headless installations I would recommend to split those two libraries into additional binary packages, maybe together with some other plugins.
