After digging into the issue the problem is that /usr/share/debci/backends/lxc/create-testbed runs /usr/share/debci/lib/environment.sh and this exports MIRROR to the default value pointing to Debian. This value never gets overwritten independent of the actual distribution targetted. lxc-create seems to honor this environment variable and thus sets the mirror to the Debian repository URL, although it would use the correct URL otherwise.
