Hi,

i just upgraded to postgresql 14 (client, server, latest common)
and usually some kind of pg_upgradecluster happens, but not today.

Fine for me, i can upgrade manually, but since nothing is mentionned
in the NEWS it might be a bug worth reporting to you.
