Bug#992639: debianutils: move of installkernel to /usr/sbin/installkernel breaks kernel build on system with separate / and /usr

so the solution to this bug is:
1. to install usrmerge and run it
2. patch install kernel arch/$arch/boot/install.sh to support /usr/sbin as well
