Bug#364624: tmpreaper: use most recent of mtime, ctime and atime

Would it be possible to add an option to tmpreaper to check the mtime, 
the ctime and the atime, and use the most recent when deciding what to 
delete please?

Currently it seems to only accept either the ctime and atime or the mtime.
It would be nice if it could check all three and use the most recent.
