I think the text of its recommendation to maintainers was written before the special handling of the "superficial" restriction was implemented (it was originally named "trivial" and renamed during code review). https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=904979 Before the "superficial" restriction was understood by autopkgtest, debci and britney, all superficial tests would have necessarily been in the category that is somewhat unhelpful: tests that do not have meaningful coverage, but are not marked as such. smcv
