Unfortunately the cat is somewhat out of the bag on this one because the bug was released with buster and so we have millions of systems out there with the leftover file. Their next tcpdump update may not be before months or years, which gives users ample time to notice and move their config to the new location... resulting in the package having to do a three-way merge somehow. I think I will opt for the simple solution and just check if the old file is still present and empty, in which case it's safe to simply remove. If it's not empty, it contains user configuration that shouldn't be cleaned up anyway and the user needs to move it to the new location manually. WDYT?
