Hi,

Currently `dch -r' always sets distribution to unstable (unless overriden by
the --distribution switch).
However it would be nice if it was smarter and used the  distribution
from the previous changelog entry just like `dch -i' does when 
DEBCHANGE_RELEASE_HEURISTIC is unset. 
This would prevent such mistakes like e.g. uploading experimental package 
to unstable.
