debian-reference-common should not recommend debian-reference, which
is a "metapackage to install (all) translations of Debian Reference".

With the current situation, if the user wants to install
debian-reference-fr, he will get debian-reference-common too
due to the Depends, then debian-reference and all the translations
due to the Recommends. In general, the user will want just one or
two language versions, not all of them! If he wants all of them,
then he should install debian-reference directly.
