It should be fixed for new install or new upgrading user.  Already affected user
will need to manually disable the unit.

Debian uses post install scripts to enable/disable systemd units after 
installation.
Unless you use `systemctl preset-all` or `systemctl preset powertop` to 
configure the enable/disable
status of the systemd unit, the vendor preset does not affect the actual status.
