More to the point, the upstream effort to support cross-building was never completed, so supporting each new version of Perl5 is a long process of porting the fixes & re-testing. Nobody else has offered to do this work and the supported versions (5.14.2, 5.16,2 and 5.17.7) no longer exist, even in oldoldstable which has 5.24.1.
