Having an S-V field makes it possible for maintainers to allow their package to fall behind Policy in a controlled way. Maintainers can prioritise working on other things without losing track of how far behind Policy the package has got. When it does become time to update, that update can be done efficiently. This gives maintainers more control over the time they spend on maintaining the package. Lintian is useful for ensuring Policy compliance, but its role in maintainer workflows is more amorphous than the upgrading checklist's. -- Sean Whitton
