At some point clockdiff started to check the result of nice(-16) and erroring out when it fails. This is silly on its own, but more importantly makes it unusable to anyone but root when installed the way it currently is when setcap is available, ie. with just cap_net_raw=ep.

It additionally requires the cap_sys_nice capability.
