don't see a bug in systemd here. What I see are two (maybe related) issues a/ 
networking-routes.service (from ifupdown-extra) causing a dependency loop (=> 
looks like a bug in ifupdown-extra to me) b/ an issue with your network 
configuration (which is managed by ifupdown). If b/ is caused by a/, I dunno. 
Let's reassign this to ifupdown-extra. Its maintainer will be in a better 
position to advise you with any ifupdown related issues. Regards, Michael
