That also happened in bullseye, for which it should probably be fixed.
To that end, I upgraded the bug to 'serious', which was the lowest RC
level available.

Unlike the original reporter, I did not try setting USE_INETD to
false. Instead, I installed the missing tcpd. Unfortunately, that did
not work, either.

The debconf dialog recommended the installation route with rlinetd.

Pressed for time, I then went with tftpd-hpa, which worked as
expected. Unfortunately, I cannot offer a solution here.

I used atftpd successfully several years ago, and appreciated it then.
