of course, christian can negate what i say here, but it's my
impression/opinion that the debian-sys-maint account is only for internal
management within the mysql package (for stuff like startup/shutdown,
log rotation, and the like), and that it was never intended to be used
as a general purpose tool for  packagers.  furthermore, i think it
may be possible that the local administrator may modify this account to
restrict the privileges further, in which case you have the same problem
and can't blame us :)

i would strongly recommend that you take a look at where
dbconfig-common is and see if it can do what you want.
