Bug#990516: why do I have to be root to download a deb file using apt?

Hi Julien,

I'm fine with keeping the code as it is. It was just weird to
find dpkg's file locking come up for something that should not
involve dpkg at all.

Of course I found debget, so I am happy. Ticket can be closed.
