The new lintian.d.o groups the packages listed in a maintainer overview by the email "phrase" as defined in RFC 5322. I believe it accomplished your goals with this bug. A maintainer now merely has to ensure that their name (but not the email) matches across packages. Does that resolve your bug, please?
