While unblocking openbabel/3.1.1+dfsg-6, I noticed that the autopkgtests are skipped on arm64 [1], and this would have blocked migration to testing. It would be great if you could improve this situation, but seeing it is late in the release cycle, I didn't want this to block your fix in 3.1.1+dfsg-6.
