I regularly build / run systemd using systemd-nspawn and lxc without any issues. docker doesn't often play nice when it comes to systemd, so I wouldn't be too surprised, if there are some hickups regarding running systemd inside docker.

So, as said, I'm not too surprised, if running the test suite fails under docker.

What do you get if you run systemd-detect-virt inside the docker container? Maybe some tests are executed which should not be run inside a container.
