Indeed, since reportbug modifies the locales, it should provide the relevant information. However, this may currently be incomplete: nothing about LC_ALL, which is precisely what is modified by reportbug. It doesn't output everything that is set. For instance, I use LC_TIME=en_DK.utf8, and reportbug doesn't output it.
