After plugging a USB-powered light into a USB port (I have used the same light
in the same port many times before, but certainly possible that it broke since
the last time I used it) the light did not turn on,I get continuous repeated
messages in syslog and systemd-udevd is using 100% of the CPU.

When I plug the lamp in, I see this:

So even unplugging the lamp, leaving nothing plugged into USB, does not resolve
the situation.
