Do you have opentmpfiles installed?
opentmpfiles  0.3.1-1

Very bad idea. Please uninstall it and your problem will be fixed.

I have a RFS on mentors that adds a Conflict with systemd so that this
will be no longer a concern.

Please also remove the Provide and dpkg-divert.

I'm going to reassign this to opentmpfiles. It should not provide
systemd-tmpfiles as long as it is not compatible with it.
Bumping to RC accordingly. This way users might have a chance to be
warned about installing this package.

However systemd-tmpfiles(8) says:
  --prefix=path

while in systemd postinst you are calling as

if mountpoint -q /proc; then
         systemd-tmpfiles --create --prefix /var/log/journal
fi

This is not a bug in opentmpfiles until systemd does not document
that the prefix option can be used as in the above snippet.

So I'm reassigning to systemd

Nice try. Re-assigning back. Of course this is a bug in opentmpfiles.
It pretends to be comptabible with systemd-tmpfiles but isn't.
I don't appreciate this bts ping pong.
