I had heard of that decision, even though I am now unable to recall
where.

I am a bit perplexed by that decision, since it contradicts what has
been said and done for ages. I am not sure I understand which new facts
emerged, justifying such a dramatic turn of events.

Old [consultation] reached the opposite conclusion.

[consultation]: <https://lists.debian.org/debian-legal/2007/07/msg00194.html>

And I see I am not the only one who's [perplexed].

[perplexed]: <https://lists.debian.org/debian-devel/2020/10/msg00168.html>

Are you aware of an official statement by the Debian FTP team
explaining the rationale behind this decision?

P.S.: anyway, as far as apt-listbugs is concerned, I will reconsider
all the issue *after* bullseye is released as stable...
