I think the problem is in plugins/project/audiometainforenamer/Makefile.am and plugins/project/audioprojectcddb/Makefile.am. In both these files I changed lib_LTLIBRARIES = ... to kde_module_LTLIBRARIES = ... After make -f admin/Makefile.common and reverting the debian folder to revision 146 from your SVN I was able to build a libk3b-dev package with no errors or warnings from lintian.
