Hi! It appears that my reading of the manpage was wrong (and you didn't check the built package) ‒ dh_installdocs -A only installs the *named* files for all packages, so zfsutils-linux still doesn't have the README; turning the dh_installdocs -A into dh_installdocs -A debian/README.Debian should work (but please verify this before uploading!).
