Sorry about this - I converted debian/rules to use dh recently, but in
doing so I dropped the "nocheck" handling because dh now takes care of
that ... except I missed that this only happens in compat level >= 13
which I avoided using as it makes backporting harder right now.
I'm happy to patch (or for you to NMU) but is this an appropriate change
in a key package for this level of the freeze? Policy says supporting
DEB_BUILD_OPTIONS is "recommended" which is equivalent to "should" so
it's not clearly RC. I'm guessing you already know the release team's
opinion on such things.
