fwupdate in buster uses a Debian-specific install script that checks that /sys/firmware/efi/vars exists and does not install files in the ESP otherwise. This kernel interface has been deprecated for some time in favour of /sys/firmware/efi/efivars, and is no longer enabled in the bullseye kernel. This is a serious problem for buster-backports! For bullseye, I think we should add a versioned Breaks relation that forces an upgrade of fwupdate, i.e. "Breaks: fwupdate (<< 12-7)". For buster-backports, it is probably better to enable CONFIG_EFI_VARS instead, as there is no backport of fwupdate.
