That’s right, Qt 4 has been removed.

The tortoisehg package in bullseye already has necessary dependencies:

Depends: mercurial (>= 5.5~), mercurial (<< 5.7~), python3-pyqt5, 
python3-pyqt5.qsci, python3:any
Recommends: libjs-jquery, libjs-underscore, python-iniparse, python-pygments
Suggests: tortoisehg-nautilus

This is not the version shipped by Debian. The version in Debian bullseye is 
5.6.1 and it uses Python 3.
