Definitely my fault -- I'd forgotten to initialise psLevel in XPDFParams when making the PS changes for Poppler 20.12, so its value was garbage unless you had psLevel in your config file (which I did). I've fixed this in xpopple git now, and checked all the other settings for the same problem. Thanks very much for the report and diagnosis!
