Can't you skip the hash test (but still run all the rest) on other
archs? If yes, then your d/t/control is OK, but if you only intend this
to be run on amd64 and arm64, there's a # in d/t/control that shouldn't
be there.

We're in soft freeze [1], no paperwork is needed except if your package
is in the (build-)essential set:
https://release.debian.org/bullseye/essential-and-build-essential.txt.
