Maybe some permission problem? (Sometimes I got something like that
after having run something with sudo or so.) You could try to add some
debug options and/or strace it to know precisely what's going wrong.

According to the Suggests: line of libxine1, arts can be used by xine
(please see this FAQ entry[1]). Reading the FAQ a bit further, I found
that another entry[2] about audio problems and how to specify an audio
driver (please have a look to the manpage, this is documented, and the
way to store it too).
