Please raise the libtss2-dev build dependency version to >= 2.3.0
because that introduced the required tctildr library. Also, tpm2-tools
build-dependency should require version >= 4 because 4.0.1-1 was the
first Debian version to come with tpm2_import.
If no tpm2-tools backport is provided, it would also be okay to backport
an earlier tpm2-pkcs11 package version like 1.2.0-1.
