As explained in README.Debian, this XKBPATH variable is a Debian extension which had been added to ease testing local changes in XKB files, it has not been reported upstream. As -xkbdir option is dropped, a simple solution would indeed be to let X honor XKBPATH too, but I do not know how yet.
