I had to restart geoclue a couple of times in the last weeks (reboots for unrelated reasons), and I always got a 403 in the (European) afternoon or evening with the default/Debian key. Currently I get 403/"You have exceeded your daily limit." again; interestingly the generic "geoclue" key works at the moment.
