While debugging a machine in Moscow I came across a wrong timezone in
the file /usr/share/perl5/Time/Zone.pm

$ grep msk /usr/share/perl5/Time/Zone.pm
            "msk"       =>  +4*3600,     # Moscow

The patch fix-msk-offset.patch is outdated since 2014, see
https://en.wikipedia.org/wiki/Moscow_Time and
https://www.perlmonks.org/?node_id=1100804. Please drop it.
