Looks like this needs an updated libseccomp to actually work.
As such, this issue is probably out of scope for a stable update.

Strange. I do have libseccomp2 2.3.3-4 (so the stable version) on the
machine where I have upgraded to the buster-backports version and my issue
is gone.

I tested systemd v241 + cherry-pick  → triggers the error
After installing libseccomp from bpo → the error is gone


I'll leave it up to you, if you want to close it or not.

If systemd from bpo + libseccomp 2.3.3-4 is working for you, then there might have been follow-up changes to systemd. If you are willing to dig deeper, then we can keep this bug report open.
