Thank you for your report, Chris.
However, the content is perplexing. I do not have Python or coding
skills but, looking at HPLIP's os_utils.py, I find
log.error("Failed to create %s" % hplipdir)
In other words, HPLIP, not CUPS, is the source of the message. It
would be useful to
* have the complete line from the journal when the line next
appears.
* have an indication of the circumstances in which it occurs.
