Both nagios-common and nagios2-common declare the directory /usr/lib/nagios/plugins/eventhandlers but only nagios-common puts the scripts in there. I finally migrated from nagios to nagios2, and purged all the nagios-* packages when I found that my passive monitors were not being kicked off (some by submit_check_result_via_nsca, some by submit_check_result). A little digging showed that the scripts have vanished, and bringing them back doesn't really help as nagios2 is looking for the command file in another location.
