Dear maintainer,

according to documentation and to my findings, the dh_fixperms program
makes files in some places like /usr/bin/ executable. However, this does
not apply for /usr/libexec/. While I can fix this using an override, I
find this disparity a bit surprising (that was #979711, although the
story is a bit longer).

Is the current situation intended? If yes, why? If no, please take this
as a feature request.
