It appears that bug 904699 has returned; attempting to install testing or sid using cdebootstrap-static fails with the error message in the subject. Based on the analysis in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=904699, it appears that one or more packages in testing have extremely long "Provides:" definitions.
