Bug#976892: autoconf 2.70

Other bugs, in other packages, pretty much.
I'm not spun up enough on autoconf to help.

autoconf 2.70 *is* in experimental, and autobuilders are building
packages with it and reporting bugs. Seems like a very reasonable path
to me.
