Yes, I definitely understand that. It may not be "politically correct", but some of our friends at Ubuntu have packaged just the base at https://launchpad.net/~ansible/+archive/ubuntu/ansible , and only for old versions of Ubuntu at that. I'm guessing, though, that that won't help you. I'm happy to test any packages you might come up with -- I'll probably also try to backport them to Debian Buster.
