On systems that have not gone ahead with the /usr merge,
atop-rotate.service now fails:

  atop-rotate.service: Failed at step EXEC spawning /usr/bin/systemctl: No such 
file or directory

AFAICT, it's legitimate to specify an unqualified executable name
("systemctl") and let systemd search PATH, but if you'd rather specify
an absolute path, please make it /bin/systemctl, which should work
everywhere.
