OK, this is apparently an ipw2200 problem, not a NetworkManager problem.
I installed NM on my other laptop, which has ndiswrapper set up for that
prism54 card I mentioned, and it worked perfectly.  On the WPA network,
it prompted for a password and WPA was the *only* option in the security
dropdown, just as it should be.  (On the WPA2 network I got the "not
supported by hardware" error, but with the prism54 that's actually
true.)

Judging by to [1], you're probably right that I just need a newer
version of the driver.  I'll try patching it in for now; hopefully
kernel 2.6.17 will come with ipw2200-1.1.0 out-of-the-box.
