Not sure if we have packages with specifically inc/Scalar/Util but a general recipe, used in lots of packages, is at https://perl-team.pages.debian.net/policy.html#Embedded_third-party_modules_in_inc%2F and should work for this case as well. (Summary: move inc/ away before dh_auto_configure and back after dh_auto_clean.)
