Bug#958462: amavis hits ALL_TRUSTED for milter connections

Can confirm that the patch also works with the debian-based sendmail -
amavisd-milter - amavisd-new - SA setup.

The consequence of triggering ALL_TRUSTED was that SA skipped all the
RBL lookups.
