Justification: renders package unusable

The new vim-scripts breaks existing usage with vim-addon-manager.

It is missing the vim-addon-manager registry file, and moving the files
around breaks existing users. We might want the file reorganization and
require users to re-install their addons, but the lack of the registry
file makes it unusable with vim-addon-manager (which so far is the
documented way of using vim-scripts).

Thanks for your work maintaining vim and related packages.
