As fas as I know, wget doesn't read configuration from "~/.wgetrc" file, instead it reads configuration from "~/.wget2rc" file. But in the man page (wget2(1)), it's written, it reads configuration from "~/.wgetrc", which is not true. Even this is mentioned in wget2(1) for Unstable[1] distribution.
