I suspect with NetworkManager panel you mean the one that is provided by gnome-shell. NetworkManager itself doesn't really have any GUI. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=971511 looks like a duplicate. You might want to test if gnome-shell 3.38.1-2 fixes your issue. Regards, Michael
